Provincial Government Convenes Special Meeting on New-type Infrastructure, Computing-Electricity Integration, and Digital Government Development |

On November 14, the People's Government of Sichuan Province convened a special meeting to discuss the province-wide initiatives on new-type infrastructure development, computing-electricity integration progress, and the building of a digital government. Shi Xiaolin, Deputy Secretary of the CPC Sichuan Provincial Committee and Governor of the People's Government of Sichuan Province, attended and addressed the meeting. She emphasized the need to thoroughly implement the guiding principles from the third plenary session of the 20th CPC Central Committee and General Secretary Xi Jinping's important expositions regarding the construction of a digital China, execute the instructions of the provincial Party committee, leverage our province's strengths, draw on best practices, coordinate the advancement of new-type infrastructure, the computing-electricity integration, and the development of a digital government with greater intensity and more tangible, effective initiatives, accelerate the fostering of new quality productive forces, and consistently enhance the efficiency of government services, so as to provide robust support for modernizing our system and capacity for governance and better serve and guarantee high-quality development.
Shi Xiaolin noted that we should ensure comprehensive coordination and thorough deliberation, highlight the principal roles of enterprises and a market-oriented strategy, act in line with the sustainable development principle and a moderately proactive approach, and implement a range of measures to expedite the integration of computing and electricity. We need to enhance alignment with the planning of power source and grid construction, refine the distribution of computing power in cities such as Chengdu, Ya'an, and Mianyang while focusing on business requirements, back the establishment of facilities that combine green electricity and computing power and the development of several data industrial parks in regions abundant in clean energy, and promote the establishment of supercomputing and intelligent computing centers with a moderately proactive approach in areas with substantial market demand. We need to continuously improve the provincial computing power dispatching service platform, create a highly efficient computing power transmission network, unlock a wider array of scenarios for cutting-edge computing power's innovative applications, and channel efforts towards the construction of the Chengdu-Chongqing hub in the national computing power network, thereby effectively converting Sichuan's strengths in clean energy and diverse application scenarios into dynamic forces for development. It is necessary to harness digital government reform as a driving force, prioritize the robust development of the digital government's foundation, and leverage application scenarios as strategic entry points to expedite the building of a digital government. We need to progress the development of a provincial integrated data center and a general support platform in a scientific and systematic manner, ensuring that data sharing and business collaboration can be realized on a unified platform. Focusing on the needs of natural persons and legal entities, we will adhere to the principle of addressing urgent needs first, concentrate on resolving key challenges and difficulties, improve and restructuring the interfaces for smart government services and other intelligent services, develop and promote applications like "Report Express" and "Tianfu Health Express", and expand application scenarios to include "Chengdu Tax for Enterprise Ease", the "All-in-One Social Security Card", and other services. With a focus on enhancing the provincial credit enhancement platform, we will remove interdepartmental barriers, facilitate the convergence and integration of data from government, financial, and other sectors, enable accurate enterprise profiling, introduce a variety of credit enhancement services and products, and implement effective measures to ensure the prompt and direct application of policies that benefit enterprises, reduce costs and expedite the process of loan financing, and enhance the efficiency and convenience of government services. These initiatives aim to improve regulatory efficiency, reduce the burden on businesses, and harness digital and informational technologies for effective economic governance.
Shi Xiaolin noted that it is essential to give top priority to safeguarding data security, embedding security measures across the entire data lifecycle, encompassing data collection, processing, storage, transmission, and application, in a bid to significantly strengthen the regulatory governance capabilities in the realms of cybersecurity and data security. It is crucial to refine and enhance the legal framework pertaining to data security, establish robust systems for data classification and grading, risk assessment, monitoring and early warning, as well as emergency response, and ramp up efforts to achieve breakthroughs in core technologies in key fields, support the application of innovative technologies, such as blockchain, strengthen coordinated regulatory measures, and ensure the effective protection of data security, personal information, and commercial secrets. We need to focus on key areas such as data infrastructure, data ownership confirmation, data trading, and data services, accelerate the development of a standardized, cohesive, efficient, and coordinated system of standards that provides strong support, and maximize the potential of standards in guiding and regulating initiatives that enhance the potential of data elements, optimize, bolster the digital economy in pursuit of excellence, expansion, and strength, and address other relevant aspects.
