On November 6, Shi Xiaolin, Deputy Secretary of the CPC Sichuan Provincial Committee and Governor of the People's Government of Sichuan Province, visited Luzhou City to inspect its economic and social progress and to supervise the rectification efforts for cases notified by the central ecological and environmental protection inspection. She emphasized the need to deeply understand and implement Xi Jinping Thought on Eco-Civilization and the series of key instructions from General Secretary Xi Jinping regarding Sichuan's work, strictly adhere to the work requirements set by the central ecological and environmental protection inspection, diligently execute the provincial Party committee's arrangements, ground measures on the region's geographical and industrial strengths, actively seize opportunities, take decisive actions, and intensify efforts to drive high-quality development, deliver the rectification of the prominent eco-environmental issues with genuine resolve and a holistic approach to addressing both symptoms and root causes, advance high-quality economic development and high-level environmental conservation in a coordinated manner, and work diligently in practical ways so as to contribute more to supporting the province's overall development.
Shi Xiaolin toured the International Container Terminal of Luzhou Port to inspect the progress of logistics channels and the port's logistics sector development, among other relevant aspects. She also visited Luzhou Laojiao Co., Ltd. to gain insights into the high-quality development of the baijiu industry and to examine the planning and construction progress of the Sichuan Baijiu Museum. Shi Xiaolin emphasized that Luzhou City should leverage critical opportunities such as the development of the Yangtze River Economic Belt and the formation of the national strategic hinterland, actively merge with the Chengdu-Chongqing economic circle, partner with Yibin to accelerate the advancement of the provincial economic sub-center in southern Sichuan, and foster a key driver for underpinning the province's high-quality development. She emphasized the need to leverage the Yangtze River golden waterway, Luzhou's strategic position as a node city in the New International Land-Sea Trade Corridor, and other competitive advantages, progressively enhance Luzhou Port's capacity as a hub and its efficiency in cargo handling, distribution, and transportation, actively channel efforts towards developing "water-rail-road-air" multimodal transportation networks, help logistics industry to reduce costs and increase efficiency, facilitate the deeply integrated transportation-logistics-economic development, and move faster to build Luzhou into a national logistics hub city with a strong port focus. Efforts should be made to ensure coordinated development of key sectors such as nuclear medicine, the low-altitude economy, deep and refined processing of agricultural products, premium baijiu production, and natural gas chemical industries, encourage these sectors to form clusters and strengthen their chains, thereby gathering momentum for growth, leverage scientific and technological innovation to spearhead industrial innovation, actively explore new markets and arenas, and accelerate the cultivation and development of new quality productive forces. It is essential to maximize the role of project investment in stabilizing economic growth. We need to advance the high-quality progress of key projects like the Chinese Baijiu Museum, capitalize on the opportunities afforded by the implementation of major national strategies and the building-up of security capacity in key areas, large-scale equipment renewals and consumer goods trade-ins, and national incremental policies, focus on key industries, scientific and technological innovation, modern logistics systems, and sectors critical to people's wellbeing and emergency preparedness, plan, package and implement a range of high-quality, sustainable projects, and consolidate the momentum for economic recovery and growth, in a bid to continuously accumulate energy to drive long-term development.

Recently, a report from the Central Ecological Environmental Protection Inspection revealed a notable resurgence in air pollution in cities such as Luzhou, Neijiang, and Leshan. Specifically, Luzhou Gaohong Glass Products Co., Ltd. and Sichuan Kangyu Electronic Substrate Technology Co., Ltd. have failed to implement required emission reduction measures and to execute production capacity replacement, among other regulatory compliance issues. Shi Xiaolin visited the production facilities of the two companies, where she conducted a field inspection of the production environment, verified issues on-site, and inquired about information on the production operations and the implementation of environmental protection measures, among other aspects. Shi Xiaolin noted that it is essential to raise awareness, draw profound lessons from past experiences, fully accept and promptly rectify the issues in each case, and ensure that the corrections implemented are genuine, effective, and enduring, with no recurrence of the problems. We need to broadly apply the lessons learned, systematically identify similar, related, and derivative issues, drive comprehensive improvements by addressing individual cases, and effectively translate the results of these corrective actions into enhanced governance performance. We must adhere to the principle of seeking truth from facts, implement policies in a differentiated manner based on grades and categories, firmly reject a one-size-fits-all approach, strictly prohibit actions like "immediate and complete shutdowns" or "suspensions without prior investigation", and prevent the incremental addition of unnecessary requirements or undue haste at each level of implementation. We need to strengthen guidance and support for primary-level units and businesses, enhance collaboration between government and enterprises, proactively engage in our responsibilities and offer services, help enterprises address actual challenges, and guide them to intensify technological innovation, as well as accelerate the process of transformation and upgrading. Taking the ecological and environmental inspection as an opportunity, we should enhance governance at the source of environmental issues, accelerate structural adjustment in industry, energy, transportation, and land use, better ramp up the green transition in all areas of economic and social development, and harness a high-quality ecological environment to support high-quality development.
