Provincial Government Convenes Special Meeting on Rectification of Typical Cases Notified by Central Ecological and Environmental Protection Inspection and Reserve of Eco-Environmental Projects |

On November 15, the People's Government of Sichuan Province convened a special meeting to discuss rectification actions for the typical cases notified by the central ecological and environmental protection inspection, as well as to review the reserve work for eco-environmental projects. Shi Xiaolin, Deputy Secretary of the CPC Sichuan Provincial Committee and Governor of the People's Government of Sichuan Province, attended and addressed the meeting. She emphasized the need to thoroughly implement Xi Jinping Thought on Eco-Civilization and General Secretary Xi Jinping's important instructions on Sichuan's work, fully deliver the requirements for the central ecological and environmental protection inspection work and the arrangements set by the provincial Party committee, unswervingly address prominent ecological environmental issues without compromise, firmly pursue green development that prioritizes eco-environmental conservation and protection, and solidly reinforce ecological shields along the upper reaches of the Yangtze and Yellow Rivers.
Shi Xiaolin pointed out that the typical cases of our province notified by the central ecological and environmental protection inspection reveal several existing issues in our work, such as deviations in understanding, loopholes in supervision and law enforcement, inadequate management services, and a need for stricter and more practical work conduct. We must awaken to our deficiencies and thoroughly contemplate our shortcomings, establish a correct understanding of what it means to perform well, fully and faithfully apply the new development philosophy on all fronts, consistently uphold our responsibilities as a province in the upper reaches throughout the entire process of our work, further enhance the quality and effectiveness of the eco-environmental protection efforts, optimize this work to deliver the most inclusive benefits for the people, and effectively assume the role in safeguarding the nation's ecological security.
Shi Xiaolin emphasized the need to treat the issues seriously, accept them fully, and take solid steps to ensure that the rectifications for the notified issues are genuine, effective, and immediate. It is essential to have officials diligently execute the duties for eco-environmental protection in a down-to-earth manner, further refine and improve rectification measures, and implement them swiftly and effectively. Through our collective efforts, we will deliver a commendable performance report on rectification work. Using individual cases as reflective tools and a catalyst for improvement, we will conduct a comprehensive review of issues in ecological and environmental protection, implement a system of listing issues and assigning responsibilities to ensure effective rectification, and continuously enhance the quality of the ecology and environment. We must adhere to the principles of seeking truth from facts and implementing targeted measures, deal with issues in accordance with laws and regulations, and resolutely avoid the incremental addition of unnecessary requirements at each level of implementation, simple shutdowns, and executing a "one-size-fits-all" approach. In response to the strong public concern over the resurgence of air quality issues, we are determined to actively combat and manage air pollution. We will strengthen joint prevention and control efforts, promote coordinated management of PM2.5 and ozone pollution, scientifically address heavy smog conditions, and effectively improve the environmental and air quality during the winter months, so as to enhance people's sense of fulfillment and satisfaction.
Shi Xiaolin emphasized the need for comprehensive measures and addressing both symptoms and root causes to substantially enhance the level of high-quality development and environmental governance. Efforts are required to comprehensively improve the monitoring and disposal system, strengthen the innovative application of technologies and equipment such as big data and satellite remote sensing, ensure timely identification, reporting, and resolution of issue indicators, and prevent any negligence, lax management, perfunctory responses, and delayed handling. We must actively work to decrease the number of current energy-intensive and high-emissions projects and halt their growth, enforce strict access controls through measures like energy conservation assessments and environmental impact assessment approvals, thoroughly investigate issues such as unauthorized project launches, concealed production capacities, and deceptive capacity replacement practices, and resolutely curb the blind development of such projects. It is essential to seize national policy opportunities to strengthen project planning. We should channel efforts towards areas such as urban underground pipe networks, sewage treatment, domestic and construction waste disposal, ecological restoration, and centralized environmental protection facilities in industrial parks to enhance project reserves, improve preliminary work, and accelerate the construction and implementation process. Efforts should be made to continually advance the green transition of production and lifestyle, systematically promote structure adjustment in sectors such as industries, transportation, and energy, actively advocate for green technologies and products, explore effective paths for carbon footprint management, establish a reporting and incentive framework, harness the oversight capabilities of various stakeholders, and encourage the entire society to work in collaboration, participate fully, and share in the benefits.
Tian Qingying, Vice Governor of the People's Government of Sichuan Province, presided over the meeting. Vice Governors Pubu Dunzhu, Hu Yun, and Zuo Yongxiang attended the meeting. The Department of Ecology and Environment made presentations on the rectification actions taken for the first three batches of typical cases. Some cities made statements.
