On November 15, the Standing Committee of the CPC Sichuan Provincial Committee convened a conference to deliver and study the essence of the important speeches and instructions of General Secretary Xi Jinping and the spirit of relevant central meetings, as well as to discuss the implementation opinions for Sichuan Province. Wang Xiaohui, Secretary of the CPC Sichuan Provincial Committee, chaired and addressed the conference.
During the conference, it was noted that from October 22 to 24, General Secretary Xi Jinping delivered a series of important speeches when he attended the 16th BRICS Summit. Xi put forward five proposals to build a BRICS committed to peace, innovation, green development, justice, and closer people-to-people exchanges and additionally announced China's eight practical measures to promote the high-quality development of BRICS cooperation. The summit has opened a new phase of greater BRICS cooperation, built a new consensus for solidarity and revitalization of the Global South, and set a fresh example of head-of-state diplomacy. Guided by Xi Jinping Thought on Diplomacy, we must thoroughly implement the spirit of General Secretary's important speeches, concentrate on the five proposals and eight practical measures to discover new cooperation opportunities, support Sichuan enterprises in their ongoing initiatives to access BRICS markets, progressively enhance our trade and people-to-people exchanges with BRICS countries, and proactively contribute to the high-quality development of greater BRICS cooperation.
The conference noted that since the 18th CPC National Congress, the CPC Central Committee with Comrade Xi Jinping at its core has placed social work in a significant position and made a series of major policy decisions and arrangements. General Secretary Xi Jinping has provided a series of important expositions on why social work should be strengthened and how this should be done. Under these guidelines, social work in the new era has seen systematic improvement in its theoretical foundation, institutional framework, and practical application, highlighting its distinctive advantages and vibrant vitality as part of the social governance under socialism with Chinese characteristics. The Party Central Committee has convened a conference on social work for the first time, with General Secretary Xi Jinping delivering important instructions and setting clear requirements during the conference, which have delineated the path for furthering social work in the new era. The entire province must deeply study and implement General Secretary's significant discourses on social work, fully deliver the plans and requirements set at the Central Social Work Conference, genuinely augment our sense of responsibility and mission in managing such work for the new era, steadfastly adhere to the path of social governance under socialism with Chinese characteristics, bolster initiatives in reinforcing Party building in emerging fields, effectively strengthen the leading role of Party building in improving Party organizations and consolidating government at the primary level, take solid steps to unite and serve the people, and promote the high-quality development of social work for the new era in the province equipped with the spirit of reform and innovation.
It was emphasized at the meeting that General Secretary Xi Jinping issued important instructions on the incident where a car rammed pedestrians in Zhuhai City, Guangdong Province. The instructions offer significant guidance for us to draw lessons from the case, strengthen the prevention and control of risks at the source, and effectively identify and resolve social disputes. All regions and pertinent departments across the province must diligently act upon the essence of General Secretary's important instructions, steadfastly uphold and further develop the Fengqiao model for promoting community-level governance in the new era, and refine the comprehensive mechanism for the prevention, mediation, and resolution of social disputes. Efforts should be made to meticulously address various types of conflicts and disputes, including those related to marriage and family, neighborhood disputes, legal or litigation matters, mass financial concerns, and real estate and property management. There is a need to comprehensively reinforce the management and service of key groups and the prevention and control of public security issues, promptly channel and guide social sentiments to defuse risks and potential dangers, strictly prevent the occurrence of extreme cases, and make every effort to safeguard the security of people's lives and social stability.
The meeting pointed out that General Secretary Xi Jinping has persistently highlighted the significance of matters affecting the people's well-being and demonstrated profound concern and a deep commitment to the development of civil affairs. Recently, Xi has issued important instructions on civil affairs work, expressing earnest expectations and clear requirements for this field from a strategic and overall perspective. His instructions provide us with the fundamental guidance to promote the high-quality development of civil affairs initiatives on the new journey of the new era. We must thoroughly study and implement the spirit of General Secretary's important instructions, diligently act upon the plans and demands set forth by the 15th National Civil Affairs Conference, and adhere to a people-centered development philosophy. It is essential to enhance inclusive and fundamental livelihood initiatives, weave a robust safety net with a priority on safeguarding the basic well-being needs of the people, improve the elderly care service system to ensure a proactive response to population aging, raise the level of public services while emphasizing the effectiveness of social governance in civil affairs, and effectively resolve the most pressing, immediate, and practical concerns of the people, in a bid to continuously open up new prospects for the development of civil affairs in the province.
The meeting noted that General Secretary Xi Jinping has recently undertaken inspections in Anhui, Hubei, and other provinces. During these visits, Xi issued a series of significant directives on areas including rural revitalization, reform and opening-up, scientific and technological innovation, traditional culture, and Party building, sending a strong message on the effective implementation of reform initiatives. General Secretary has consistently prioritized these significant work areas, emphasizing them repeatedly and issuing pertinent instructions and requirements for Sichuan Province. We should integrate all these directives when learning and understanding, maximize the benefits of concurrent strategic opportunities within our province, further deepen reform and opening up comprehensively, promote high-quality development across the board, and strive to make greater contributions to the overall development of the country.
The meeting also set forth plans for conducting prompt and ongoing rectification of identified issues throughout the process by the Central Ecological and Environmental Protection Inspection. The meeting emphasized the need to closely monitor prominent issues, assess capabilities and work conduct, and track the implementation of responsibilities. It is essential to persistently rectify identified problems, adopt a coordinated approach to advance systematic, comprehensive, and source governance, and leverage the rectification of individual cases as catalysts for broader initiatives to propel the sustained enhancement of the province's ecological environment quality. In particular, for the typical cases and the public complaints referred to us, it is necessary to formulate targeted rectification plans and actions, ensuring that every issue is appropriately managed and every complaint is given a considerate response. For the general issues raised by the Central Inspection Team, it is necessary to break down the tasks to the relevant localities and departments, working to genuinely transform the inspection findings and corrective actions into tangible improvements in the ecological environment.
