From November 13 to 15, the 10th Congress of Sichuan Provincial Military Command of the Communist Party of China (CPC) was held in Chengdu. The congress conducted a thorough review of the work over the past five years, deployed the objectives and tasks for the next five years, and elected the 10th CPC Committee of Sichuan Provincial Military Command, as well as a new Disciplinary Inspection Commission. On the morning of November 15, Wang Xiaohui, Secretary of the CPC Sichuan Provincial Committee and First Secretary of the CPC Committee of Sichuan Provincial Military Command, attended the closing session of the congress and delivered a speech. He emphasized the need to firmly implement Xi Jinping's thinking on strengthening the military, fully implement the decisions and instructions of the Party Central Committee, the Central Military Commission (CMC), and CMC Chairman Xi, react swiftly to commands and advance accordingly, further promote the development of national defense mobilization and defense reserves in Sichuan, and achieve new merit citations in the great practice of strengthening the armed forces in the new era.
In his speech, Wang Xiaohui, on behalf of the CPC Sichuan Provincial Committee, extended congratulations to the 10th CPC Committee of Sichuan Provincial Military Command and the newly elected Disciplinary Inspection Commission during the congress. He also thanked the officers and soldiers of the provincial military command and the members of the militia and reserve forces throughout the province. He pointed out that over the past five years, the Party committee of the provincial military command has closely focused on the Party's goal of building a strong military in the new era, united and led the officers and soldiers to forge ahead with pioneering spirit and courage, significantly enhanced ideology and politics buildup, achieved new advancement in the capability for military training and combat readiness, opened up new prospects in the development of transformation and mobilization, made new contributions to the governance of Sichuan, and gained substantial progress across all areas of its work. As we embark on a new journey, the 20th CPC National Congress proposed to achieve the goals for the centenary of the People's Liberation Army (PLA) in 2027. The third plenary session of the 20th CPC Central Committee incorporated the initiative of continuously consolidating and deepening reforms of national defense and the armed forces into the broader framework of further deepening reform comprehensively. This move fully embodies the resolution and will of the Party Central Committee with Comrade Xi Jinping at its core to advance the modernization of national defense and the armed forces. The Party congress of the provincial military command, focusing on implementing the decisions and instructions of the Party Central Committee, the CMC, and CMC Chairman Xi, developed a scientific blueprint for the next five years. All levels of the provincial military command must stay closely rallied around the Party Central Committee with Comrade Xi Jinping at its core, earnestly study and implement the spirit of the Party congress, focus on winning the challenging battle to achieve the goals for the centenary of the PLA in 2027, further advance the efforts to reinforce the political loyalty of the armed forces, strengthen them through reform and technology and the training of competent personnel, and run them in accordance with the law, and strive to create a new situation in the new era for the development of national defense mobilization and defense reserves in the province.
Wang Xiaohui emphasized the need to unwaveringly uphold the banner and forge the soul, setting even higher standards for cultivating absolute loyalty. We must take further steps to arm us with the Party's new theories, fully and thoroughly implement the system of ultimate responsibility resting with the chairman of the CMC, improve political conduct through rectification initiatives, and guide the officers, soldiers, and militia to consciously become firm supporters of the "two affirmations" and steadfast practitioners of the "two upholds". It is necessary to focus on fulfilling the primary responsibilities and main tasks, forging stronger capabilities in advancing military preparedness and enhancing combat effectiveness. Efforts should be made to continuously intensify the preparations for combat and emergency response, prioritize military training in real combat conditions, reinforce the development of defense reserves, and steadfastly promote national defense education to heighten the public's awareness of national defense and their enthusiasm for supporting and enlisting in the military. It is necessary to proactively serve local development and strive to make greater contributions to advancing the modernization of Sichuan. We should undertake the epochal mission of supporting the development of the nation's strategic hinterland, diligently foster collaborative innovation in science and technology, enhance the building of capabilities in new domains and with new qualities, and coordinate with the military forces stationed in Sichuan to support local efforts in economic development, maintaining stability, emergency response, and other critical areas. We must consistently uphold the Party's leadership over the armed forces and seek further accomplishments in the full and strict governance over the Party and the military. Great efforts should be made to actively strengthen the building of Party committee leadership teams, further the development of the talent pool, continuously improve conduct and discipline, persistently advance the full and strict governance of the Party and the military to greater depths, and employ rigorous discipline to fortify resolute willpower, hone efficient work practices, and cultivate a robust and resilient team.
Wang Xiaohui noted that Sichuan has a long-standing and illustrious tradition of supporting the military and providing preferential treatment to the families of service personnel. The provincial Party committee will continue to offer unwavering support for the modernization of national defense and the military. We will ensure the meticulous and effective implementation of various policies benefiting military personnel and their families, alleviate the concerns of our service members, and actively provide favorable conditions for the reform and development of the provincial military command and the troops' training and combat readiness. We expect that all officers, soldiers, and members of militia and reserve forces will persist in upholding the practice of supporting government initiatives and caring for the people, actively contribute to the progress of local reforms and development, and consistently work to strengthen and develop a new model of military-government and military-civilian relationships.
During the meeting, Major General Tian Xiaowei, Member of the Standing Committee of the CPC Sichuan Provincial Committee and Political Commissar of Sichuan Provincial Military Command, presented a report on behalf of the 9th Party committee of the provincial military command. Major General Zhu Pingjiang, Commander of Sichuan Provincial Military Command, presided over the meeting.
