On November 19, Shi Xiaolin, Deputy Secretary of the CPC Sichuan Provincial Committee and Governor of the People's Government of Sichuan Province, made an inspection tour in Mianyang City. During the inspection, she emphasized the need to thoroughly implement the spirit of the Secretary's important instructions on Sichuan's work, conscientiously carry out the plans set by the Party Central Committee and the State Council, and adhere to the provincial Party committee's requirements, assume our responsibilities, capitalize on emerging opportunities, and prioritize decisive actions, leverage sci-tech innovation to drive industrial innovation, accelerate the cultivation and development of new quality productive forces, learn from and apply the experience of the Green Rural Revival Program, take robust and effective steps to advance the all-around rural revitalization, better serve the country's major strategies, and strive for greater results in promoting high-quality development.
Shi Xiaolin visited several enterprises, including Mianyang HKC Optoelectronics, Sichuan EM Technology, and Sichuan Longevous Beamtech. She inspected the progress and practices in the areas of innovative research and development, product application, industrial support, and business operations related to new display technologies, new materials, and high-end nuclear medical equipment. Shi Xiaolin emphasized the need to fully leverage the region's comparative advantages, such as abundant scientific and technological resources, a large number of prestigious research institutes, a concentration of innovative talents, and a solid industrial foundation, seize major opportunities presented by a range of strategies, including the development of the western region in the new era, the construction of a national strategic hinterland, and the development of the Chengdu-Chongqing Economic Circle, accelerate the development of new quality productive forces through innovation, and continuously cultivate and strengthen new drivers for high-quality development. It is necessary to actively align with the national strategic sci-tech capabilities and resources, promote the connection and collaboration among government entities, industries, academic institutions, and research organizations, enhance integrated breakthroughs in core technologies in key fields, accelerate the pilot-scale maturity and industrial transformation of scientific and technological achievements, and actively support enterprises in formulating industry standards. Shi Xiaolin also visited Anzhou District to inspect grain production and review the planning and construction of rural areas. She emphasized the need to prioritize the development of agriculture and rural areas, dedicate all-out efforts to advancing rural revitalization, firmly stick to the bottom lines of ensuring food security and preventing any large-scale relapse into poverty, and ramp up the building of a higher-level "granary of heaven" in the new era, in a bid to draw a new painting in developing a beautiful and harmonious countryside that is desirable to live and work in. It is crucial to implement the strictest possible system for the protection of farmland, strengthen the development of high-standard cropland, vigorously carry out projects aimed at expanding cultivation areas and increasing production, enhance research and development efforts in breeding programs and appropriate agricultural machinery for hilly terrains, promote the integration of "five excellences" in agriculture - excellent seeds, techniques, mechanisms, fields, and machinery, and continuously improve the comprehensive production capacity in the agriculture sector. Efforts should be made to utilize agricultural parks as platforms to accelerate the establishment of a modern rural industrial system, advocate for the adoption of smart agricultural technologies, strengthen facility construction, such as cold chain logistics facilities, actively develop deep and refined processing, continually develop distinctive branding strategies, vigorously promote the integrated development of agriculture, tourism, and culture, revitalize underutilized rural resources, develop and expand new types of collective economies, and foster cooperative links across the agricultural chain to drive sustained and stable income growth for farmers. We should tailor strategies to the specific conditions of each local area when advancing rural development. Efforts are required to shore up infrastructure deficiencies in areas such as roads, water supply, power grids, and rural housing, continuously rectify and improve the rural living environment, establish a comprehensive public service system within an appropriate radius, strengthen efforts in building "fortresses" and "head goose" teams at the primary level, improve the community "microgrid-based" governance mechanism, innovate and promote models such as "points system, checklist + digitalization", and continuously enhance the good governance in rural areas.
