On November 22, the Commission for Deepening Overall Reform of the CPC Sichuan Provincial Committee held its eighth meeting. Wang Xiaohui, Secretary of the CPC Sichuan Provincial Committee and Director of the Commission for Deepening Overall Reform of the CPC Sichuan Provincial Committee, chaired and addressed the meeting. He emphasized the need to thoroughly study and implement General Secretary Xi Jinping's series of new thoughts, viewpoints, and assessments on comprehensively deepening reform, fully implement the guiding principles from the third plenary session of the 20th CPC Central Committee and the decisions and plans set by the sixth plenary session of the 12th CPC Sichuan Provincial Committee, fully energize reform initiatives across all sectors, work with relentless persistence to ensure the implementation of reforms, and strive for more solid and visible outcomes in the reform process.
Shi Xiaolin, Deputy Secretary of the CPC Sichuan Provincial Committee, Governor of the People's Government of Sichuan Province, and Deputy Director of the Commission for Deepening Overall Reform of the CPC Sichuan Provincial Committee, and Yu Lijun, Deputy Secretary, Head of the Organization Department, and Deputy Director of the Commission for Deepening Overall Reform of the CPC Sichuan Provincial Committee, attended the meeting.
The meeting delivered and studied the spirit of the sixth meeting of the Central Commission for Deepening Overall Reform, heard a report on the implementation of the province's plan for pilot reforms in independent innovation, deliberated the Implementation Opinions on Comprehensively Promoting the Beautiful Sichuan Development, the list of the second batch of integrated authorization reform pilot sites, and the list of additional provincial-level authorized support matters for the first batch of pilot sites, and also discussed and planned the reform agenda for the next stage.
The meeting pointed out the need to grasp the direction of reform during the implementation process. After the third plenary session of the 20th CPC Central Committee, General Secretary Xi Jinping put forward important requirements for the implementation of the guiding principles from the third plenary session during his inspections in various places. In particular, General Secretary delivered an important speech at the opening ceremony of the study session on implementing the guiding principles from the third plenary session of the 20th CPC Central Committee for principal officials at the provincial and ministerial level. In this speech, he profoundly explained the major relationships between reform and the rule of law, breaking the old and establishing the new in the reform process, reform and opening up, and the planning and implementation of reform. This speech has provided us with a "golden key" to advance a new round of reforms. It is crucial to emphasize economic structural reform as a primary focus and to more closely align reform efforts with economic and social development. Efforts should be made to accelerate the delivery of reform tasks, including the reform of state capital and state-owned enterprises, the "five special governance initiatives" in the private economy, the revitalization and utilization of idle and inefficient assets, the reform of expanding county-level economic management authority to empower counties, and the commercialization of scientific and technological achievements. We should focus on addressing both new and old issues in stabilizing economic growth to promote reform with greater intensity and more effective measures, thereby further bolstering the intrinsic momentum of economic progress. Focusing on the key tasks is essential for the coordinated progression of reforms across various fields and aspects. We will list priority items, concentrate our efforts on overcoming critical obstacles, and leverage breakthroughs in these domains to propel the comprehensive advancement of reforms, striving to achieve landmark results as soon as possible.
The meeting highlighted the need to enhance the capability for implementing reforms effectively. We must enhance our political capabilities, adhere to planning within the overall context, advancing in harmony with the prevailing trends, and taking proactive actions on major issues, and strictly align with and implement the decisions and plans set forth by the Party Central Committee to drive the reform forward. It is essential to undertake comprehensive and detailed research, excel in pinpointing the starting points for reform from the development bottlenecks and the main concerns of the people, and continually refine the precision of our implementation strategies. It is crucial to adopt a robust systemic approach, ensure effective coordination, and set priorities for reform. We should commence reforms with the most urgent matters, those that are top of mind for the people, and those with the most prominent problems. By doing so, we strive to build a cumulative effect with each reform initiative.
The meeting pointed out the need to strengthen the sense of responsibility for implementing reforms effectively. It is necessary to establish a comprehensive and interconnected mechanism for executing reform initiatives. The Provincial Commission for Deepening Overall Reform should strengthen its coordination of major reform matters, critical reform arrangements, and key reform plans that impact the entire province. Every dedicated team should take on the role of supervising and coordinating the implementation of the reforms in their respective domains. Party committees (leading Party members groups) at all levels are required to bear the principal responsibility for advancing reforms. Spearheading units and participating units need to diligently perform their duties and guarantee the successful implementation of reform initiatives. Provincial leaders and the principal leaders of municipal and county Party committees and governments must effectively assume the political responsibility for delivering reforms, personally taking charge of and seeing through to the end the reforms that are challenging to implement. It is essential to continuously strengthen reform inspection work, truly leveraging the important role of inspection in eliminating bottlenecks and ensuring successful implementation.
