On November 25, the Core Group for Theoretical Study of the CPC Sichuan Provincial Committee held an (enlarged) special group study meeting, focusing on learning General Secretary Xi Jinping's important expositions on the holistic approach to national security and implementing the guiding principles of General Secretary's important instructions on forest and grassland fire prevention and control, among other tasks. Wang Xiaohui, Secretary of the CPC Sichuan Provincial Committee, presided over the meeting and shared his understanding. He emphasized the need to further deepen our understanding and thinking, stay vigilant about safety, assume the significant political responsibility of maintaining security, ensure both high-quality development and greater security more effectively, and strive to provide a robust security guarantee for Sichuan's modernization drive.

Before the meeting, members of the Core Group for the Theoretical Study of the CPC Sichuan Provincial Committee diligently engaged in self-directed study centered on the theme and documented their insights and progress derived from the learning process. During the meeting, an update was provided on the province's overall situation regarding workplace safety and forest and grassland fire prevention and control since the beginning of the year. Members of the Core Group for the Theoretical Study of the CPC Sichuan Provincial Committee then shared their perspectives in exchange speeches.

The meeting pointed out that since the 18th CPC National Congress, the Party Central Committee with Comrade Xi Jinping at its core has always placed security as a paramount concern and made a series of plans and measures for security work across various domains from a strategic and overall perspective, which provide strong guarantees for the prosperity and long-term security of the Party and the country. General Secretary Xi Jinping creatively proposed a holistic approach to national security, explicitly called for consolidating the grassroots foundation for national security and social stability, and demanded advancing the Peaceful China Initiative to a higher level. His directives offer fundamental guidance for us to ensure high-quality development with greater security. We must stand at the political height of firmly unwaveringly upholding the "two affirmations" and resolutely delivering on "two upholds", continuously deepen our understanding and grasp of these instructions, effectively use this guidance to inform our thinking, direct our actions, and drive our efforts, in a bid to solidly establish a security foundation that supports the governance and prosperity in Sichuan.

The meeting pointed out that Sichuan is a strategically important area for ensuring the stability and security of Xizang and bears a significant responsibility for maintaining national security. We must continuously improve our capacity for political judgment, thinking, and implementation, resolutely safeguard political security, secure a strong hold on the leadership in ideological work, always maintain a clear mind and steadfast stance, and have the courage and ability to carry on our fight, so as to constantly consolidate and develop a favorable political situation of unity and stability across the province.

The meeting underscored the need to accurately grasp the strategic significance of economic security, further commit to delivering major tasks, such as supporting the development of the national strategic hinterland and expediting the construction of the Chengdu-Chongqing Economic Circle, and steadfastly protect national securities in the realms of science and technology, key industrial and supply chains, food, energy, and ecology. We must adhere to the general principle of pursuing progress while ensuring stability, effectively address the instability and uncertainties of the macro-economy, prevent drastic fluctuations in economic performance, and solidly construct a safety net that ensures the stable and sustainable development of Sichuan.

The meeting highlighted that protecting the safety of the people is the foundation of national security. Efforts should be directed toward initiatives that foster an atmosphere of progress and advancement among the people. It is essential to actively promote core socialist values and consistently reinforce the mainstream values framework, steer social behavior toward positive and virtuous norms, and more effectively guide everyone to endeavor toward common goals. Efforts should be intensified to undertake initiatives that foster a sense of security among the people. It is essential to eliminate various prominent illegal activities and crimes that evoke public outrage, maintain the deterrent impact of the regular campaign to combat and root out organized crime, and consistently enhance the outcomes of the education and rectification campaigns within judicial, prosecuting and public security agencies, in a bid to accelerate the advanced development of a higher-standard Peaceful Sichuan Initiative. Efforts should be focused on initiatives that foster a sense of stability among the people. It is crucial to execute tasks aimed at ensuring and improving people's wellbeing with dedication and empathy, persistently work to resolve the pressing difficulties and problems that concern the people most, make tangible progress toward common prosperity, and enhance the prosperity of lives, thereby forging a robust security base rooted in the people.

The meeting emphasized the need to diligently execute the central authorities' current plans for ensuring social security and stability, apply lessons broadly, strengthen risk management at the source, enhance primary-level social governance, effectively handle public complaints, nip conflicts and disputes in the bud, and strictly avert the emergence of extreme cases and events. We must target key industries and sectors to enhance the detection of potential risks, conduct comprehensive investigations to locate hidden dangers in areas including winter heating, fireworks, road traffic, and chemical production, rigorously enforce safety supervision duties, establish a record of safety hazard rectifications, and ensure every issue is tracked and addressed. Active efforts should be made to diligently advance the rectification of typical cases notified in the central ecological and environmental protection inspection and address the public complaints transferred to us, continually enhancing the quality of the ecological environment. It is imperative to substantially strengthen the capacities for pre-disaster early warning, in-disaster response, and post-disaster resettlement. In particular, it is crucial to be proactive and fully prepared, both in mindset and in action, for the demanding task of forest and grassland fire prevention and control. We must enforce stringent regulations against the illegal use of fire, enhance the capabilities for monitoring and early warning, elevate our support capacities for fire prevention and response, and firmly hold the bottom line of preventing major and serious forest and grassland fires.
