On March 9, the Standing Committee of the CPC Sichuan Provincial Committee held a conference to deliver and study the spirit from the important speech and instructions of General Secretary Xi Jinping, and to deliberate on the implementation opinions for Sichuan Province. Wang Xiaohui, Secretary of the CPC Sichuan Provincial Committee, chaired and addressed the conference.

As pointed out at the conference, the Political Bureau of the CPC Central Committee held a meeting on April 30, deciding that the third plenary session of the 20th CPC Central Committee will be held in Beijing in July this year, and the session will primarily study issues concerning further comprehensively deepening reform and advancing Chinese modernization. The Political Bureau meeting also analyzed the current economic situation and economic work, and deliberated a document on policies and measures for continuously advancing the high-quality integrated development of the Yangtze River Delta. Xi Jinping, general secretary of the CPC Central Committee, presided over the meeting and made an important speech with clear requirements. We must faithfully study and implement the speech and requirements, deeply understand the great significance and overall requirements of further comprehensively deepening reform and advancing Chinese modernization, accurately grasp the strategic thinking of the CPC Central Committee regarding these reforms and modernization efforts, systematically summarize our province's experience and effective practices in comprehensively deepening reform, consider and strategize the main direction and key areas for the next reform steps while firmly centering around Sichuan's modernization efforts on the new journey of the new era, and ensure that Sichuan's reform and development cause consistently advances along the direction guided by the CPC Central Committee. We must deeply comprehend the new judgments, plans and requirements of the CPC Central Committee on economic work, constantly optimize and improve our province's various measures for economic work, firmly grasp the key aspects that affect economic growth and development effectiveness, take the initiative in effectively implementing previously set plans, solidly consolidate and enhance the momentum for economic recovery and growth, and promote effective upgrades of higher-quality economic growth and appropriate increases in economic output. We must deeply grasp the important arrangements and requirements of the CPC Central Committee on advancing the integrated development of the Yangtze River Delta, earnestly learn from the Yangtze River Delta's integration and development practices, meet the stringent standards of "integration" and "high quality" in advancing the construction of the Chengdu-Chongqing Economic Circle, take solid efforts to well handle the key tasks, major projects and important matters of Sichuan-Chongqing cooperation this year, and aim to expedite positioning Sichuan as a critical growth engine and a novel force for driving high-quality development in the western region.

The meeting pointed out that General Secretary Xi Jinping made important instructions on the landslide disaster occurred in the Chayang section of the Meizhou-Dabu Expressway in Meizhou City, Guangdong Province, which provides important guidelines for our efforts in flood prevention, disaster mitigation and workplace safety. We must profoundly understand that ensuring safety is not a short-term endeavor; we must always have an unfailing sense of responsibility at all times and constantly vigil as if treading on thin ice. As it is in the flood season, we should base our initiatives on prevention. We need to effectively implement flood prevention and disaster mitigation measures, keep a close watch on weather patterns and the progression of flood conditions, enhance disaster monitoring, early warning and forecasting, further improve the accuracy of monitoring and early warning systems and the efficiency of emergency evacuation, and guarantee a swift, scientific and composed response to any emergencies. We should focus on effective governance. Efforts are required to fully strengthen disaster risk management, continuously detect and eliminate risks and potential dangers, prioritize the prevention and management of landslides, mudslides, flood damages, collapses, subsidence, and other natural disasters, and reinforce the safety measures for vulnerable sections and facilities, aiming to do our utmost to mitigate or eliminate disaster risks. We must achieve tangible results. It is essential to implement the accountability system for workplace safety in a down-to-earth manner, continuously enhance the foundational capabilities for workplace safety, intensify oversight of areas, sites and units with high safety risks, and firmly stick to the bottom line of safety.

The conference noted that on International Workers' Day and China's Youth Day, General Secretary Xi Jinping, on behalf of the CPC Central Committee, extended warm greetings and heartfelt wishes to the working people across the country and the youth of the nation, respectively. His message brims with hope and inspires action. We must thoroughly study and implement the important instructions of General Secretary Xi Jinping, vigorously celebrate the spirit of model workers and master craftsmen, commit to work and craftsmanship, effectively realize, safeguard and develop workers' legitimate rights and interests, give full play to the main force role of the working class and the broad working people, fully stimulate the enthusiasm and creativity of the working people in various industries and fields, and rely on labor creation to write a new chapter of Sichuan in advancing Chinese modernization. We must firmly grasp the contemporary theme of the Chinese youth movement, focus on national strategies in the new era, such as the Western Development Strategy and the Chengdu-Chongqing Economic Circle, concentrate on key areas, including the advancement of new quality productive forces, rural revitalization, social services, and national defense, deepen and expand youth-oriented initiative launched by the Communist Youth League of China, and guide the province's young people in upholding the May Fourth spirit and forging ahead in the new era, encouraging them to contribute their youthful energy to Sichuan's modernization drive.
