On August 30, Chengdu Municipality held a conference for leading officials to announce the CPC Central Committee's decision regarding the adjustment of the principal leader of the CPC Chengdu Municipal Committee. Wang Xiaohui, Secretary of the CPC Sichuan Provincial Committee, attended and addressed the conference. He emphasized the need to steadfastly adhere to the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, fully implement the major policies and strategic plans set by the CPC Central Committee, and thoroughly execute the development strategies outlined by the CPC Sichuan Provincial Committee, exert all-out efforts to boost the economy and advance construction, further bolster strengths, shore up weaknesses, and leverage advantages, ramp up efforts to promote a steady economic recovery, and unwaveringly drive high-quality development, thus contributing more Chengdu strength to serving the national and provincial overall development.

At the conference, Yu Lijun, Member of the Standing Committee and Head of the Organization Department of the CPC Sichuan Provincial Committee, read out the decision of the CPC Central Committee regarding the adjustment of the principal leader of the CPC Chengdu Municipal Committee. The Central Committee approved the appointment of Cao Lijun, Member of the Standing Committee of the CPC Sichuan Provincial Committee, as the Secretary of the CPC Chengdu Municipal Committee.

Wang Xiaohui pointed out in his speech that the adjustment of the principal leader of the CPC Chengdu Municipal Committee fully reflects that the CPC Central Committee with Comrade Xi Jinping at its core attaches great importance to the work in Sichuan and Chengdu and demonstrates their care for the leadership team and officials of the CPC Chengdu Municipal Committee. We must firmly support the decision of the CPC Central Committee and ensure that our thoughts and actions align with the spirit of the Central Committee.

Wang Xiaohui pointed out that in recent years, the CPC Chengdu Municipal Committee has conscientiously implemented the major policies and strategic plans set by the CPC Central Committee and the CPC Sichuan Provincial Committee, consistently promoted the effective implementation of the "synchronized development of new industrialization, information technology application, urbanization, and agricultural modernization, urban-rural integration, and common prosperity of five zones", leveraged the construction of a park city demonstration zone, an initiative that exemplifies the new development philosophy, to guide its relevant work, accelerated its efforts in advancing high-quality development, creating high-quality life, and implementing high-efficiency governance, and achieved significant accomplishment in all aspects of work. These achievements are fundamentally attributed to the strong leadership of the CPC Central Committee with Comrade Xi Jinping at its core and the scientific guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era. They reflect the united efforts and diligent work of the Party organizations at all levels, the vast members of Party members, and the people. Wang said the provincial Party committee fully acknowledged the work of Chengdu. General Secretary Xi Jinping has visited Chengdu multiple times for inspections and guidance and has issued a series of important instructions, which provide the fundamental guidelines for advancing the high-quality development of Chengdu at the new historical starting point. The provincial Party committee has high expectations for Chengdu's development, hoping that Chengdu will rise to shoulder the responsibility and lead the way in Sichuan's modernization on the new journey in the new era. Chengdu assumes the role of the ballast and primary driving force in the province's economic landscape. Since the beginning of this year, the province has been experiencing pressure in economic development, and Chengdu has also encountered many new situations and challenges in economic operations. Confronted with complex and severe situations, as well as arduous and heavy tasks, Chengdu must earnestly study and implement the spirit of General Secretary Xi Jinping's important instructions on the work in Sichuan and Chengdu, leverage the construction of the Chengdu-Chongqing Economic Circle as the strategic traction, deeply implement the development strategy set by the provincial Party committee, prioritize the all-out effort to stimulate the economy and progress construction, strive for a steady economic recovery, and endeavor to achieve effective upgrades of higher-quality economic growth and appropriate increases in economic output.

Wang Xiaohui pointed out that Chengdu should focus on building itself as an important growth pole in the western region, with the aim of writing a new chapter in advancing regional coordinated development. Chengdu must capitalize on its unique characteristics and resource advantages, actively participate in and contribute to the formation of a new development pattern, clarify its role and primary strategic orientations by aligning with prevailing development trends, strengthen Chengdu's positioning as the growth pole and core in supporting development, highlight the metropolitan area's driving force, and amplify its radiating effect to increasingly foster the comprehensive impetus and momentum for regional growth. Chengdu should concentrate on building a modern industrial system to write a new chapter on developing new quality productive forces in line with local conditions. Efforts should be made to reinforce the role of science and technology in empowerment, continually elevate the capabilities of high-caliber innovation platforms, including the national and provincial laboratory systems and industrial technology innovation centers, with a focus on the Western (Chengdu) Science City, and more effectively facilitate the on-site application of innovation outcomes to form tangible productivity. Efforts should be made to cultivate a robust industrial ecosystem, solidify and elevate the strengths of the electronic information and equipment manufacturing industries, both of which are trillion-worth-level industries, actively foster emerging industries, strategically plan for future industries, and expedite the establishment of a modern industrial system that boasts core competitiveness. Currently, the foremost task is to beef up efforts in boosting the recovery of the industrial sector. It is essential to commit wholeheartedly to the service and guarantee of major project advancements, implement concrete initiatives to draw in industrial projects and ensure the smooth commencement of new projects, all in an effort to generate additional new economic increments. It is essential to vigorously enforce the implementation of the policy system for large-scale equipment renewals and consumer goods trade-ins, ensure that the benefits of these policies are directly conveyed to enterprises and consumers, and thus progressively enhance market expectations and confidence on both the supply and demand ends.

Wang Xiaohui highlighted that Chengdu should focus on enhancing the momentum and vitality of its development to write a new chapter on further deepening reform comprehensively. It is essential to earnestly implement the guiding principles from the third plenary session of the 20th CPC Central Committee, persistently remove systemic obstacles that impede the formation of a unified market and the free flow of resources, vigorously advance the progress of key national reform tasks, devise and introduce additional targeted reform actions concentrating on key areas, proactively seek new trial tasks designated by the central authorities, and strive to be at the forefront and serve as a model in the ongoing initiatives on further deepening reform comprehensively. It is essential to broaden the global outlook and embrace open-minded thinking, comprehensively elevate Chengdu's internationalization level, and move faster to develop the city as a modern international metropolis that wields significant global influence. Chengdu should focus on modernizing its capacity for megacity governance to write a new chapter on advancing integrated urban-rural development. Efforts should be made to progress urban planning, construction, and management in a coordinated manner, vigorously promote the urban-rural integration in elements, industries, infrastructure, and governance models, diligently deliver tangible and accessible issues affecting people's well-being, such as employment, ecological and environmental conservation, education, and healthcare, and improve the urban safety management and risk prevention systems, thus continually making new strides in the modernization of megacity governance.

Wang Xiaohui pointed out that Chengdu should focus on fostering a sound political ecosystem featuring honesty and integrity to write a new chapter on exercising full and rigorous Party self-governance. The Party organizations at all levels across the city must diligently execute their fundamental political responsibility of conducting Party self-governance, adhere to strengthen the Party politically as the overarching guide for all other initiatives of Party building, consistently enhance cohesion and forge the Party's soul with Party's innovative theories, persist in a distinct approach to selecting and appointing officials, and make unremitting efforts to improve conduct, enforce discipline, and combat corruption, thereby filling the city of Chengdu with fresh, positive climate.
